Whereas elite, wealthy special interests, with little concern for anyone other than themselves and satisfaction of personal greed, as well as increasing their personal profits, have developed sophisticated techniques for use of "political payola" (large, sustained campaign contributions, free trips, expensive gifts, sexual favors, and other means of influence) to effectively "buy" votes and usurp political power, as needed to obtain or sustain legislation in support of their own self-serving interests.
Despite the fact that support for such special interests often acts to damage the public welfare, as well as damaging U.S. national security and creating a significant burden of debt for future generations, many U.S. Congressmen have "indentured" themselves to these special interests for reasons of personal gain and retention of political power. At times, Congress has given the appearance of acting to curb this corruption, to include limiting "pork barrel" spending, but too many Congressmen have become addicted to the gravy train. As a result, any corrective legislation has always had enough loopholes to allow this very damaging form of self-destruction to continue. The additional harm is that most Americans no longer respect or trust their elected representatives.
As a result of the above described corruption, Congress has created and sustained legislation to allow bankers to engage in predatory lending, and they have acted to use taxpayer dollars to pay for any bank losses resulting from this abuse of power. Moreover, those who seek to continue practices of pollution to increase profits have been given the legislative support to facilitate this rape of our planet. There are dozens of similar examples to include legislative action to advance chemical farming practices that produce less healthful foods, waste energy, and damage our environment so that factory farms can greatly increase profits. All this is over and above all the wasteful pork barrel spending Congressmen use to gain favor with selected, elite constituents. In brief, we are creating the basis of our own financial destruction. Those U.S. Congressmen who knowingly participate in promoting this destruction, for personal gain, and/or as a means to retain political power, are clearly committing crimes against future generations, and crimes against humanity.
This Petition, and supporting letters to U.S. Congressmen, is to demand new and fully effective legislation to make it a crime against humanity, with mandatory prison time, for any Congressman who accepts "political payola" to help create or sustain legislation that favors an elite special interest while acting to damage public interests or our national security. This new legislation should also require similar punishment for those persons/ Congressmen who sponsor or promote special interest projects that favor an elite special interest while harming the public in any way whatsoever. It is recognized that this type of legislation will not now be supported by Congressmen who participate in the types of corruption herein described. However, with sufficient public demand, a majority of our Congressmen may support relevant bi-partisan legislation (after careful study).
As a supplement to new legislation, as proposed above, Congress should modify the IRS Code(s) to create a new "usurpation tax" to provide additional, heavy taxes for banks and any other business/ group, or individual(s) who usurp power to put public welfare, or national security, at risk to attain inflated profit(s) or gain(s). This new risk tax should also apply to special interests or political action groups spending millions of dollars as a means to influence public elections and related promotion of positions that act to damage the public welfare and/or U.S. national security interests. Now that the U.S. Supreme Court has said political action spending by special interests cannot be limited, the new "usurpation tax" is needed to discourage such interests from "buying" votes in Congress.
Now therefore, under the proposed "usurpation tax," any corporations/ groups/ paying to effectively "buy" votes, by any form of "political payola," would pay as much as a 90 percent usurpation tax. As an example, a petroleum company spending $500 million to promote and/or sustain their petroleum imports, while acting to curb alternative energy development in ways that act to damage U.S. national security (such as working to sustain petroleum imports from nations hostile to the U.S.), would pay $450 million in usurpation taxes. The executives of this petroleum company would pay usurpation taxes on their personal incomes, and Congressmen receiving the "payola" would also pay a usurpation tax on their personal incomes. Thus, the risk tax is designed to help end political corruption, and assist in lowering our national debt at the same time.
