Available evidence indicates that there has been massive fraud within federal agencies, over the last decade. At the same time, federal bureaucrats have generally elected not to take legal action against their fellow bureaucrats engaged in the fraud. This has created an opportunity for private individuals, private investigators, and law firms to undertake Qui tam litigation to claim and collect relevant damages. A Qui tam (writ of qui tam, under common law) allows a private individual, with knowledge of past or present fraud against the U.S. Government (USG), to bring a lawsuit on behalf of the U.S., and then receive all or part of the penalty imposed. In recent months, five Qui tam actions have been filed in Arkansas alone. This legal tactic gives any private citizen an opportunity to help end all the corruption in government. Please look for evidence of fraud where you, or your group, might make a Qui tam complaint to help Americans finally gain and sustain honesty at the federal level. Thank you.

As a health law teacher, I see lots of reports of qui tam actions. The vast majority of them do not concern corrupt federal bureaucrats. They concern false claims submitted to federal payment programs by private citizens -- for example, doctors or health facilities submitting inflated bills to the Medicare or Medicaid programs, sometimes making claims for services they did not provide at all. Likewise, there are lots of false claims submitted by defense contractors. That said, it's true that there have been plenty of case of self-dealing by federal agency employees, and these are certainly worth while rooting out. Rob Leflar University of Arkansas School of Law
